The Nursing Education Initiative (NEI) is an education grants program that supports nurses in continuing education to improve their nursing knowledge and skills. Nurses undertaking professional development course(s) and/or program(s), may be eligible for reimbursement of up to $1,500 per funding year.

Please note: The Nursing Education Initiative funding is intended to reimburse base tuition course fees as well as registration fees for conferences, seminars, and workshops. Non-tuition fees such as ancillary, lab, campus, incidental, athletic, etc. are not eligible for reimbursement.

The Proof of Payment (receipt) of the education to be reimbursed must be an official document from the education provider that shows the applicant’s full name, date, the course (or workshop, conference etc.) name or code, and the base tuition or registration fees paid in full.
2. Proof of Successful Completion
The Proof of Successful Completion of the education to be reimbursed must be a passing grade report, course certificate, transcript from the educational facility or printout from a student-based web service. A certificate of attendance is required for conferences. The Proof of Successful Completion must state the student’s complete name, the professional development activity name, and the completion date.

The following is a list of frequently asked questions and answers about the Nursing Education Initiative, including information related to dates, supporting documentation, and the application procedure.
When does the funding year begin and end?
Funding is allocated on a quarterly basis. The term of the funding year is April 1 to March 31. The table below shows the dates of the four fiscal quarters.

What is considered to be proof of successful completion of the professional development activity?
Proof of successful completion can be a passing grade report, course certificate, or transcript from the educational institution; a certificate of attendance at a conference or workshop; or a printout from a student-based web-service. The proof of successful completion must include your name, the course name and the course completion date. Original documents are not required; copies are sufficient. Applications that do not include proof of successful completion will be declined.
When do I submit my request for reimbursement?
Please submit your completed application form within 90 days after the education end date. The education end date is the last day of class/course or day of exam. The education end date is not the date on which marks/grades are released. Applicants enrolled in college/university programs must submit applications within 90 days of completion of the individual course, not the completion of the program and/or semester.
How are funding decisions made?
All applications are evaluated using objective, pre-established criteria.
Is funding guaranteed to applicants who meet all of the eligibility criteria?
No, an applicant is not guaranteed funding, even if the applicant meets all of the eligibility criteria.
Why are some applications put on hold?
Funding is allocated on a quarterly basis. In the event that the request for funds in any quarter exceeds the funding allocated for that quarter, eligible unfunded applications for the quarter will be placed on hold until the end of the fiscal year (March 31) and considered at that time should funding allow. Please note that funding is not guaranteed.
What does my proof of payment (receipt) need to show?
The proof of payment (receipt) must show the name of the education provider (the name of the institution), the student’s full name, the course name (or workshop, conference etc.), the term/semester the payment is for, and the breakdown of fees paid, specifying the tuition fee paid. The proof of payment must state the full amount has been paid or the amount has been paid in full. Only tuition related fees can be considered. Other expenses included on a receipt that are not related to tuition will not be reimbursed. Copies of T2202A, personal cheques or credit card/bank statements are insufficient without accompanying payment documentation from your educational provider that verifies the fee amount being requested.
What is not eligible for reimbursement?
Other expenses included on a receipt that are not related to tuition will not be reimbursed. For example, payments made for course materials, books, exam fees, administrative fees, activity fees, incidental fees, ancillary fees, campus fees, travel, meals, accommodation, salary replacement, membership, subscriptions etc. are not eligible for reimbursement and will not be reimbursed.
How do I determine the individual course fee if my tuition fees were paid by the term?
To determine the individual course fee, divide the tuition fee per term by the number of courses (not number of credits) that term comprises. Please do not include non-tuition fees when making this calculation.
What type of education is eligible?
If you are an RPN who is receiving education that will enhance the quality of care and services provided by the nurses of Ontario, and the education is provincially recognized, the education will be considered for a grant. All applications are reviewed for eligibility and scored according to criteria based on funding priorities.
Please note that courses for non-medically necessary procedures such as Botox are not eligible for grant.
Are distance learning and education acquired outside of Canada eligible for reimbursement?
Yes, distance learning and education acquired outside of Canada are eligible for reimbursement funding provided that the professional development activity is relevant to your core of professional practice. Proof of payment and proof of completion are required. Applications that do not include proof of payment and proof of successful completion will be declined.
How do I submit a reimbursement request for tuition fees paid in foreign currency?
To submit a reimbursement request for tuition fees paid in a foreign currency, you must provide proof of exchange rate valid on the day of the transaction. (Proof of exchange rate can be made by providing a copy of your credit card statement or online banking printout with your receipt of payment.)
If proof of exchange rate is not included with the application, the exchange rate that was valid on the Bank of Canada in the transaction date (date of payment/receipt) will be applied.
When do I submit copies of my receipt and grades?
Copies of your receipt of payment and proof of successful completion must be included with your application submission. Please be sure to submit your application form by the deadlines. Late and/or incomplete applications will be declined.
Can I get advanced funding for a course?
The professional development activity must be completed prior to submitting an application. No advanced funding is provided.
How does the application procedure work?
When your application is processed (up to 6 weeks from the date we received it) an email will be sent to you confirming receipt of the application.
How do I submit an application?
Applications must be submitted using our secure online application form. Please note that we are no longer accepting applications submitted through fax, mail or e-mail.
Why do I have to provide my Social Insurance Number?
The applicant’s Social Insurance Number must be provided to comply with federal and provincial income tax laws. T4A information will be sent to all individuals who have received funding from this program. For more information see Paragraph 56.1.n of the Income Tax Act or visit http://www.cra-arc.gc.ca/menu-e.html .
Why do I receive a T4A slip?
By law, recipients of funding from the Nursing Education Initiative are to be issued T4A information. This information is also reported to the Canada Revenue Agency. The T4A will outline the total funding issued during the calendar year. Note that all professional development courses reimbursed during the calendar year may total more than $1,500, if full funding was received in more than one fiscal year. The concept of guided conversations (sometimes referred to as scripting), while not new, is effectively integrated into only a minority of practices. The course will outline the reasons guided conversations should be used with patients and how to implement them and train the team. Operating rooms are becoming more complex, making specialized perioperative nursing education increasingly more important. Gain the knowledge and skills needed to perform successfully in the operating room.
Combining theory and hands-on clinical and lab experience, this Graduate Certificate will help you learn the guiding principals and practices of working in the operating room, including aseptic techniques, sterilization, surgical intervention and more.

The first people inhabiting Transbaikalia, known both from archaeological finds and written sources (mainly Chinese), were the nomadic people of the Hunnu (209 BC - 93 AD), who created a large state in the Central Asian steppes. In the 6th-9th centuries, Turkic Uighurs lived in this region.
In 1206, Temujin was proclaimed the great khan of the Mongolian state and adopted a new name - Genghis Khan. The territory of the region became an integral part of the Mongol Empire. In the 14th century, the Mongolian Empire collapsed into separate states. Until the 17th century, the territory of the present Zabaykalsky krai was part of the Mongolian state of Northern Yuan.
From the middle of the 17th century, Transbaikalia became part of the Russian state. The first explorers crossed Dauria (the lands beyond Lake Baikal) along the rivers. The Buryats and Tungus, after a long resistance, recognized the new power and paid tribute to Russia. Several fortified towns were founded. Among the first colonists there were a lot of exiled old believers.
Since 1704, Nerchinsky, Shilkinsky, Gazimursky, and other silver smelters appeared. In the 18th century, the population of the region grew rapidly due to the influx of settlers and criminals, who worked in mines. Great role in the development of the region was played by the exiled members of the Decembrist uprising (brothers Bestuzhev, M.S.Lunin, N.M.Muravyov, C.G.Volkonsky, A.I.Yakubovich and others). From 1782, the region was a part of Nerchinskaya (Zabaykalskaya) Oblast of Irkutsk Governorate.

Since the 19th century, mining was the main industry of the region. In 1851, Zabaykalskaya Oblast was formed with the capital in Chita as part of Irkutsk Governorate. In the same year, with the goal of strengthening the border, the Trans-Baikal Cossack Army was created, numbering more than 3,500 people. At the end of the 19th century, the construction of the Trans-Siberian Railway forced the economic development of the region.
At the end of the 1920s - in the early 1930s, during collectivization, Cossack settlements were destroyed, the Buryat cattle-breeders were forced to have a settled way of life. In March 1934, Chita Oblast was formed, it became a part of Vostochno-Sibirsky Krai. On September 26, 1937, Vostochno-Sibirsky Krai was divided into Irkutsk and Chita oblasts. Within Chita Oblast there was Aginsky Buryat-Mongol national district formed.
During the Second World War, tens of thousands of local residents were drafted into the Soviet army. In connection with the threat of an attack by the Kwantung Army of Japan, the Transbaikal front was established here. In 1945, after the defeat of Nazi Germany, the Soviet Union began military operations against Japan.
Until 1949, about 77 thousand Japanese prisoners of war were engaged in work to restore the region. The local economy was completely restored by the 1950s. In 1969, there was an armed conflict on the Soviet-China border close to the frontier point of Nizhne-Mikhailovka on the Damansky Island.
In the 1990s, there was a sharp decline in industrial and agricultural production. On March 1, 2008, in the territory of Chita Oblast and the Aginsky Buryat Autonomous Okrug, a new federal subject of Russia was created - Zabaykalsky Krai.

Zabaykalsky Krai is located in Eastern Siberia. The greatest length from north to south is about 1,000 km, from west to east - 850 km. The highest point on the territory of the region is the peak of BAM (3,073 meters). The relief is represented by both plains and mountains, but mountains are predominant in the region.
The south and south-eastern borders of Zabaykalsky Krai are the state border of the Russian Federation with Mongolia and the People’s Republic of China. The largest rivers are the Argun, Shilka, Onon, Ingoda, Khilok, Chikoy. The national composition according to the 2010 census: Russians (89.9%), Buryats (6.8%).
The climate is sharply continental. Winters are long and severe, the average temperature in January ranges from minus 20 degrees Celsius in the south to minus 37 degrees Celsius in the north. Summers are short and warm (sometimes hot), the average temperature in July - about plus 20 and 13 degrees Celsius respectively.
This region of Russia has large reserves of coals, iron ores, silver, copper, tungsten, tin, antimony, lithium, tantalum, niobium, zircon, germanium, and uranium. Forests occupy about 60% of the region. The main problem of the forest area is the annual destruction of thousands of hectares of forest by natural fires.
Mining remains the main industry of the region. Ferrous metallurgy is developed as well as machine-building, timber industry, light and food industries. Agriculture is specialized in cattle- and sheep-breeding. In the north of the region reindeer-breeding and fur trade are developed. The crops grown are wheat, barley and oats.
The border position of Zabaykalsky Krai promotes the rapid development of cross-border tourism. It has become the main “tourist gateway” for tourists coming from the Asia-Pacific region. The territory of the Zabaykalsky region has a wide variety of natural landscapes, unique monuments of nature.
Sports tourism with elements of extreme has always been attractive for tourists: rafting (the Burkal, Menza, Onon rivers), rock climbing, horseback riding, and bicycle travel. For these purposes more than 100 sports and tourist routes have been developed.
Ethno-tourism is associated with the culture of small peoples, such as the Evenks. Tours on reindeer are held. Chita, Nerchinsk, Sretensk, Petrovsk-Zabaikalsky, and Shilka have the status of historical settlements. On the territory of Zabaykalsky Krai ancient settlements of the Huns were discovered. The events attracting guests include the Trans-Baikal International Film Festival, the tourist festival on Kodar.
